Using railway=station creates validation warnings with "crossing railways"

What steps will reproduce the problem?

1. Denote an area with railway=station
2. Denote a way going through the area with railway=rail
3. Observe that JOSM produces a validation warning on their intersection

What is the expected result?

JOSM should not raise a warning on the intersection of railway=station and railway=rail, as railway=station is supposed to be more of a landuse-type tag.

What happens instead?

A warning is raised about "crossing railways".
