Add additional toolbars/toolbar rows

Users who want to have quick access to many presets or their own preset configurations can integrate them into the toolbar. Unfortunately, the toolbar only has limited space. If it is full, the only option is to reduce the icon size or organize buttons into groups so that they can be accessed with an extra click.

However, it would be great to be able to add another toolbar or multi-line toolbars, as one-click presets significantly speed up mapping processes, especially for repetitive features.

My personal use case: I use a series of buttons to access my own presets for quickly tagging certain recurring features (e.g. crossings, kerbs, trees, waste baskets, benches, street lamps, traffic signs...) and currently a long series of “hot buttons” for parking space mapping, with which I can assign a specific attribute to a line with a single click. However, the toolbar fills up quickly, even though I'm still missing a lot of buttons.
