Splitting ways with relation editor open doesn't show refresh button

Description

What steps will reproduce the problem?

  1. Open an editor for a relation that has at least one way
  2. Split a way that is a member of that relation

What is the expected result?

The "Refresh relation from data layer" button becomes clickable. If clicked, the relation updates to contain the newly created way, as it does in the data layer.

What happens instead?

The "Refresh relation from data layer" button does not become clickable.
