Importer fails with old and new csv data files

What steps will reproduce the problem?

1. File - Open - [select csv file from file menu]
2. Accept WGS=84 prompt
3. bug dialogue appears

What is the expected result? location data to be shown on map

What happens instead? bug dialoque

Please provide any additional information below. Attach a screenshot if possible.

I created new csv file today using tested processs - failed to open.
Went back to csv file created 10 days ago which opened OK then but does not open today when using the new version of JOSM.
