[PATCH] Validator: allow more than one from for no_entry restriction

Description
on no_entry restrictions is more than one way as from allowed. But the validator detects this as error.
This patch changes the validator to allow more than one form way on no_entry restrictions.

Didn't try the patch yet, see also #17057 and https://community.openstreetmap.org/t/josm-prufergebnis-fur-eine-no-entry-relation-mehr-als-eine-startlinie-gefunden/135570/1
While I still think that the concept with useless from (or to) ways is broken I also think JOSM should not show a warning for a restriction relation which is documented in the wiki for many years and which is supported by at least some routers.
