What steps will reproduce the problem?

1. download ​https://www.openstreetmap.org/node/3797258848#map=19/50.057392/19.957128&layers=N area
2. run validator with info level warnings

What is the expected result?

It does not describe cycleway-only crossing as pedestrian one

What happens instead?

"Incomplete pedestrian crossing tagging. Required tags are highway=crossing|traffic_signals and crossing=*. (4)"
