Paste Tags should prompt for user to merge conflicts

Description

Similarly to how the combine ways or merge object functionalities work, pasting tags should prompt the user to resolve any conflicts instead of blindly writing over all of the tags.

The use case is cleaning up the US GNIS import where the tagged node corresponds to a node/area already in the DB, but the name or some other attribute has changed.

Implemented in r2008.

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
