When the http2 plugin is enabled, Socks proxy settings are ignored

What steps will reproduce the problem?

1. Install the http2 plugin
2. Set up a SOCKS proxy. In my case, I use server=localhost port=9150 from Tor Browser
3. Using traffic analysis tools (for example Wireshark or nettop -m tcp) note that requests from JOSM ignore the proxy.

What is the expected result?

All requests go through a proxy

What happens instead?

Requests are ignored by proxy

Please provide any additional information below. Attach a screenshot if possible.

I also found that JOSM can take a very long time to load if the josm.openstreetmap.de domain is blocked. This has recently become relevant in Russia, where some providers, when sees traffic similar to VPN, block the entire Hetzner subnet on which josm.openstreetmap.de is located
