[Patch] Add "strolling" value to sac_scale

Following an approved proposal ( ​https://wiki.openstreetmap.org/wiki/Proposal:Add_strolling_to_sac_scale_and_some_further_refinements ), sac_scale got a new value: strolling. Please include it in JOSM presets so it is suggested when editing/adding sac_scale

I also noted that the definitions of individual values are kind of outdated and do not reflect the current state of the wiki (which was confirmed through the vote).
