Blue stripes appear across map when nearby water feature not fully downloaded — at Initial Version

Description
When I download a portion of an area that includes a river multipolygon, and it gets cut off at the edge of the downloaded area, a pair of blue stripes going directly between the two edges appears at most zoom levels.
