System of measurment changes after new install

What steps will reproduce the problem?

1. Install of new JOSM version
2. System of measurement has changed to nautical miles. Was metric before

Please provide any additional information below. Attach a screenshot if possible.

I have had this problem before, but I'm not 100% sure if the problem happens when installing new version or it is caused by something else. I saw this issue now again, after installing the latest version.
