Support a key without `=*` in the Overpass query wizard

Description
It was reported in OSM Italy that entering landuse
in the Overpass query wizard generates nwr/*landuse*/;
.
Typing landuse=*
gives the correct result. What about treating a whitelist of very common keys as if =*
was typed?

Can you explain how this matches with the Overpass Query Wizard syntax? (See osmwiki:Overpass_turbo/Wizard ). See overpass-turbo for the reference version (click on Wizard
).
I would strongly prefer to avoid having something that works in JOSM but does not work in the reference implementation of the overpass query wizard.
TBH, it looks like we should error out when a user types only a key
in.
