Connection refused in attempting to install mapwithai plugin

What steps will reproduce the problem?

1. Use Preferences dialog box
2. Select Plugin
3. Select mapwithai plugin

What is the expected result?

Download and install of plugin

What happens instead?

Connection refused message (see log entry below). This has been going on for a couple of days.

If it works in your browser, do you have some kind of proxy setup?

I don't believe it is a problem with JOSM or the JOSM MapWithAI plugin; I believe it is a problem with your network.
