Hashtags added repeatedly

Using remote control links from ​https://waterwaymap.org/loops/ , the hashtags are added to the changeset comment each time the upload dialog is opened. I would think that the append should check if the hashtags are already in the comment before adding them.

I tried to use the bug reporter in the help menu but it failed.

This looks like #23153 (fixed in r18824).
I assume you are using the ​Arch Linux package, which needs to be updated by the Arch Linux team.
