I think you might be running a 32 bit version of Java. Did you install the 32 bit version of OpenWebStart or the 64 bit version? I suspect the former.

When downloading OpenWebStart ( https://openwebstart.com/download/ ), you want the OpenWebStart_windows-x64 link.

The user indicated via slack that they installed the x64 bit version of OWS, and things started working properly.
