Description
The validator reports highway areas without name as an error.
Such as this one: https://www.openstreetmap.org/way/467638269
It's not an error. These areas are frequently used in pedestrian areas in city centres.

In your example it's obvious that the streets have an name which is given by the underlying way element.
Adding two elements which actually represent one feature is again "tagging for the renderer" (or routing or whatever) and thus josm is perfectly valid in saying that's not ok.
