confusion about different age of ESRI imagery in ID and JOSM

Description
I am normally using JOSM as default editor due to its capability to validate OSM data, integrated plugins and map paint styles, etc.
Lately I got confused about cases of different ages of the ESRI's imagery that is offered in JOSM vs. ID. It seems that both use not exactly the same database. In the cases I remember ID offered the more recent imagery.
Two recent examples (open in ID editor with ESRI layer and compare to what JOSM shows):

Are you aware of this? Is there a way to fix this behaviour?
As I am also validator for HOT projects, where JOSM is the recommended editor for validating, it is important that JOSM uses the same imagery base as ID does, which is used by mostly by mapping contributors.

This appears to be a zoom issue. The API is returning the same data for the same tiles.
JOSM Preferences ->
Imagery->Settings->Common Settings->Tiles zoom offset:-> set it to-1or-2.
