Description
The warning "wayend node near other highway" appears also for crossings that are connected but there is another way near (e.g. crossing before bridge: the bridge is consideres "other highway" even when the way is connected to the way the bridge is part of (but not to the bridge element itself).

Actually I found an example of this today, I added construction on dual carriage way and got this error.

The error is on the highway=construction and node id=60965341 at -26.1868,152.6539
I'm going to try and figure out the cause if not a patch for this.
This and other false positives make the validator plugin much less useful than it could be.
