DataIntegrityProblemException: Primitive must be part of the dataset

What steps will reproduce the problem?

1. Set taggingpreset.validator=true
2. Create two connected ways
3. Select way1, the common node and node2
4. Create a turn restriction between them
5. In the newly opened relation editor click on the header

What is the expected result?

Changing the restriction type possible.

What happens instead?

Exception appears.
