@MoonfirePDX: Can you please attach the survey_mark.png file to your preset ( https://josm.openstreetmap.de/wiki/Presets/NationalGeodeticSurveyMark ).

Did you upload survey_mark.png or survey_point.png. It looks like you did the latter, which was not the missing icon (survey_mark.png).

I've submitted a change to point all the images to the SVG submitted by stoecker. I'm still quite new to creating presets. Has this better resolved the issue?
