Hello !
With already more than 5 millions images, Panoramax is growing. It's a FOSS solution to store and display street images. Two "general" instances are already available

We hope to see other instance soon. Federating the various instances is a WIP.
I think this new solution deserve a plugin to display the images inside Josm, as the Mapillary plugin.
The Api to access the database and the images is based on the STAC standard : https://gitlab.com/geovisio/api
