Add preset railway=derail — at Version 1

The tag is is documented on ​Tag:railway=derail.

There are currently (2023-06-13) 12279 nodes with this tag. See ​https://taginfo.openstreetmap.org/tags/railway=derail#overview.

It should be placed in presets/transport/railway, above "buffer stop".

Suitable combinations could be (like most of the other railway presets)

  • ref
  • operator

and maybe also

  • railway:derail:local_operated=yes/no
    (inspired by railway:switch:local_operated=yes/no)

I know that there already are 2116 existing derails with tag railway:local_operated=yes, but I guess that they REALLY should be railway:derail:local_operated=yes/no instead?

I'm not sure about the tagging. A simple preset with an icon is should be fine. Speaking about icon, @tomasmarklund do you have one ready to use?
