Add new preset railway=derail
The tag is is documented on https://wiki.openstreetmap.org/wiki/Tag:railway%3Dderail
There are currently (2023-06-13) 12279 nodes with this tag.

It should be placed in presets/transport/railway, above "buffer stop"
Suitable combinations could be (like most of the other railway presets)
- ref
- operator
and maybe also
- railway:derail:local_operated=yes/no
(inspired by railway:switch:local_operated=yes/no)
I know that there already are 2116 existing derails with tag railway:local_operated=yes, but I guess that they REALLY should be railway:derail:local_operated=yes/no instead?
