Annoying poup with OpenWebStart — at Version 2

I finally switched to OpenWebStart and it's really a step-back in user experience.

Every single time I start JOSM - I get this extremely annoying popup trying to force me to create shortcuts.

I do not want that - I don't wish to be dictated to clutter my desktop or start menu.

Is this a problem with the windows installer?
