we can transmit real-time information about the traffic signal and the time of work. how to embed it in the map?

I'd say either use livegps plugin when possible or write an own plugin.

I guess traffic information is meant. This would be better in a navigation appliaction, see e.g. ​https://wiki.openstreetmap.org/wiki/Comparison_of_Android_applications#Navigating_features
