It's unlikely the license for this fits OSM needs.

Anyway according to credits this is Maxar / Microsoft. Did you try Maxar or Bing imagery available in JOSM?

It is actually using Esri World Imagery. The attribution list for it comes from ​https://static.arcgis.com/attribution/World_Imagery?f=json.

Set your email in Preferences
Action

as The resolution will be set.
The resolution will be deleted.
