Include the Icelandic translation among the launchpad translations synced to JOSM's i18n/po directory

Description

The ​Icelandic translation of JOSM in launchpad is now at 30% which ​is the required minimum for adding them to the core.

It'll be worked on further but having what's there in a JOSM release would help facilitate mainstream use of it.
