Initial window links to retired forum in "Help" section

forum.openstreetmap.org is retired, no asking questions possible there, it is ​https://community.openstreetmap.org/ now

Localised e.g. de_DE ​https://community.openstreetmap.org/c/communities/de/56
or de_AT ​https://community.openstreetmap.org/c/communities/at/59 - no de_CH?

Well, it was changed for all links without specific language extensions, see diff. Now, should we add both countries, create individual StartupPage per country or link to the JOSM part like the already changed links?

When I made the change, I only did it for links that would be definitely correct. If the link went to a specific sub-forum, I did not update it, mostly because I (a) don't read the language so (b) could not determine the "best" way to modify the URL to be roughly equivalent. I figured giving people some time to update the localized links would be a good idea.

Do we want to set a deadline for people to update the localized links? Maybe January 01, 2023? And then just change any remaining forum.openstreetmap.org links to the generic JOSM community link?

For reference, the de_DE link would probably be https://community.openstreetmap.org/tags/c/communities/de/56/josm, assuming we do links for language specific (or country specific?) help.

Fixed in wiki:StartupPageSource?action=diff&version=3238 . All remaining forum.openstreetmap.org links have been updated to point where the forum.openstreetmap.org link redirected.
