Description
There are some issues complicating the update of the Debian package to r18530:
Why is there no source JAR for the snapshot?
- https://svn.openstreetmap.org/applications/editors/josm/i18n/ redirects to GitHub
Switching to https://josm.openstreetmap.de/osmsvn/applications/editors/josm/i18n/ works.
The diff for ivy.xml shows that metadata-extractor was updated from 2.17.0 to 2.18.0, but the sources in josm-tested-sources.jar were not changed.

I started going through the release process for r18530, noticed that signtool.exe was broken for the Windows builds, stopped the release process for r18530, fixed the signtool.exe problem in r18531, and restarted the release process for r18531.
In other words, I goofed.
