Apple notarization is failing

Description

Two problems:

  1. Apple changed their contract and is requiring the keyholder to accept their new terms (changed June 6, 2022, if I found the right terms)
  2. altool is deprecated and will stop working in 2023. Not critical (yet).

Thomas Skowron has accepted the new agreement. The next build should work again.

I've submitted build 18513 manually for notarization, so people won't get the warning message until the next release comes out.

The GitHub Action works again as well.
