Add tunnel=* and bridge=* to highway preset [RFC patch]

Description

This has been added in the waterway preset, but not in the tunnel preset itself. And the preset tag needs to add building_passage and avalanche_protector, as well as culvert and flooded for waterway in addition to tunnel=yes.

The tunnel preset is in the highway group or more meant for highways. avalanche_protector and building_passage have their own preset.
I think this is fine this way. I would rather exclude the tunnel preset from matching waterways:

It does sound reasonable, but it's also a bit of a hassle. Is it possible to add tunnel and bridge types to the highway preset?
