The button (arrow) 'upload' does not turn green when editing. I can no longer upload the new data?

I cannot reproduce this. Maybe you started JOSM in offline mode?

From #22026 I assume GuyPa edits in the boundary data layer of a tasking manager which forbids uploads (see also attachment Screen.JPG in #22015). Then it would be a duplicate of #22015.

As noted in comment:13:ticket:22015, it looks like the problem has been fixed in ​https://github.com/hotosm/tasking-manager/pull/5096 .

I'm going to leave this open just in case it wasn't users accidentally modifying the TM boundary layer. Which we won't know until HOT deploys a new version/hotfix.

I did not see the possible connection to the HOT tasking manager and multiple users reported the same problem which makes JOSM unusable.

I haven't seen any new reports with this problem.
