As noted in comment:13:ticket:22015, it looks like the problem has been fixed in https://github.com/hotosm/tasking-manager/pull/5096 .
I'm going to leave this open just in case it wasn't users accidentally modifying the TM boundary layer. Which we won't know until HOT deploys a new version/hotfix.

I did not see the possible connection to the HOT tasking manager and multiple users reported the same problem which makes JOSM unusable.

I haven't seen any new reports with this problem.
I cannot reproduce this. Maybe you started JOSM in offline mode?
