attach notes to objects

I let my GPS number my waypoints and then I made notes on paper
for the waypoints and other features.

I would like to be able to add notes and upload them in such
a way that another person not familiar with my area could
do the mapping.

I suppose what I really want is a separate not layer that
mapmakers can use to guide them the way the tracks and
yahoo layers do now.

This has been discussed on the mailing list. If I remember correctly, the conclusion was that it's too difficult for someone else to effectively interpret your notes.
