[WIP PATCH] Show user problems with the relation they are currently editing

Description

This is a followup of #21825: Delete relations by default when all members are deleted.

It would be useful to users to have live feedback of problems with the relation they are currently editing.

Please note that the attached patch conflicts with the later patches for #21825, as this patch depends upon some of the functionality added in later patches for #21825.

Please, make it optional, e.g. have an advanced preference to enable/disable the live validation similar to the presets' live validation.

While I understand that a relation without a member is useless, the need of type=* is more OSM specification and might not be true for other projects.

Action
as new The owner will remain team.
as The resolution will be set. Next status will be 'closed'.
to The owner will be changed from team to the specified user.
Next status will be 'needinfo'. The owner will be changed from team to taylor.smock.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from team to anonymous. Next status will be 'assigned'.

Add Comment
E-mail address and name can be saved in the Preferences .
