Validator: Similarly named ways (dealing with road names with '/' in them)

Validator should not raise a warning for the road names in this error example:

This is a common road naming schemes in Malaysia (and presumably other South East Asian countries). It just basically means in the 1A area, there's road 1, 1B, 1C etc.
