[Patch] MapDust is deprecated

Description

The MapDust components were deprecated along with the skobbler components: ​http://www.mapdust.com/.
The plugin is not working and it should be deprecated.

I'll go ahead and move mapdust into oldplugins and remove the plugin jar file from the dist directory prior to applying the patch.

I would have preferred to have a more accurate message (i.e., something along the lines of "Plugin no longer works" or "required API no longer works"), but I think we are too close to a release to add strings for translators.
