Add highway=speed_camera validator

Description

Speed cameras must be on the way itself OR within enforcement relation, if it's mapped as separate node near way.

This is example of incorrectly mapped speed camera:

Also, if camera IS in the relation, is must be marked as "device".

If camera is inside enforcement=average_speed enforcement, it does not need maxspeed (warning?).
