[Patch] Validator error for milestones

Description

JOSM validator highlights nodes tagged with highway=milestone as errors when they are not connected to a way. However, according to the wiki the user has to «​Draw the node node where the milestone is»

See #15478. I think we should drop the warning for highway=milestone as both variants are used, and the wiki change, some years ago, restricting it to "on" the way was never discussed.
