suspicious barrier: Multiple warnings about a single problem

What steps will reproduce the problem?

1. Have a barrier=lift_gate at the end node of a highway=tertiary and a highway=track, see suspicious_barrier_example.osm​
2. Run Validator

What is the expected result?

One warning

What happens instead?

Three warnings:

• barrier=lift_gate without access tags such as access, motor_vehicle, or vehicle. (2)
• barrier on highway=tertiary without appropriate access tags for access, motor_vehicle, or vehicle. (1)

Please provide any additional information below. Attach a screenshot if possible.

Thought this problem was mention in the original ticket #20742 but forgotten.

That's odd, I only get a single warning. Are you sure it's not a custom filter (I'm using r18303)
