[PATCH] Add place=city_block

Description

The tag place=city_block has more than 70 000 uses but isn't yet supported by JOSM. This is my first attempt at a patch for JOSM. I don't know SVN, so I used diff -u.

The patch itself is straight-forward. An svg icon is also attached.

It was discussed in #14347 but we decided at the time to not include it because it was only being used mainly in Sweden. Now it appears to be used worldwide.
