Currently low number of use and no proposal.

I wonder if amenity=shelter is the proper primary tag? Personally, I would use amenity=changing_room.

Well, the correct tag seems to be ​amenity=dressing_room and shelter is only a secondary use.
Tend to invalid or wontfix.

I tend to agree. amenity=shelter + shelter_type=changing_rooms versus amenity=dressing_room. If there is a shelter that does contain a changing room, the changing room should probably be a separate POI inside the building area.
