Validaton: Don't warn that amenity=weighbridge is an unclosed way if tagged on a hiwhway-way

The current validator warning message is: "Unclosed way - amenity type weighbridge"
amenity=weighbridge objects seems okay when tagged as an unclosed way, see wiki amenity=weighbridge:
