Work offline does not work with imagery

Description

What steps will reproduce the problem?

  1. Have some imagery layers and at least one visible
  2. Set Work offline -> All
  3. Zoom & pan

What is the expected result?

Only imagery cache is used and not connection to the imagery server is created

What happens instead?

I see lots of connections to the imagery server in the console

Please provide any additional information below. Attach a screenshot if possible.
