Update preset for landuse=construction and add building=construction

What steps will reproduce the problem?

1. Have an area with landuse=construction or building=construction
2. Click on the offered preset in properties panel

What is the expected result?

An individual preset offering some additional tags, especially construction=*

What happens instead?

landuse=construction has an own preset with only name=* as option and an individual preset for building=construction is missing, completely.

construction=*:​OSM-Wiki, ​taginfo
landuse=construction: ​OSM-Wiki, ​taginfo
building=construction: ​OSM-Wiki, ​taginfo

Please provide any additional information below. Attach a screenshot if possible.

Have to find a nice icon for building=construction.
