Incorrect and duplicate warning "Relation type is unknown"

What steps will reproduce the problem?

1. Have a relation with one or some tags but no type=*
2. Run Validator

What is the expected result?

One error warning about relation without type=* from mapcss

What happens instead?

Two warnings, the correct one from mapcss and a cryptic informal warning from RelationChecker: Relation type is unknown

Please provide any additional information below. Attach a screenshot if possible.

The java test needs to check for type=* as the rest is already covered by the mapcss test.
