Merge multiple external power line mapping tagging presets

Description

Currently we have several more or less identical external presets for power line mapping:


Could the be merge into one? If the country specific presets are still needed they could still be placed in a group in one preset instead of multiple.
One advantage would be the possibility to use chunks.

Anyway, these presets need a review as some tags have changed and/or developed.
