Order of menu item has unexpectedly changed

What steps will reproduce the problem?

1. Open a tagging preset menu that previously wasn't in alphabetical order

What is the expected result?

Menu items show up in regular order

What happens instead?

Menu items show up in alphabetical order

Please provide any additional information below. Attach a screenshot if possible.

Some menus have changed their item order, including my custom preset which had the items in a certain order in the XML file. I've not changed the file, but JOSM now disregards the order of the items. See attached images.

Incorrect (alphabetical) order of items

Simply go to the settings for presets and disable the alphabetical sorting which you have activated.

I swear I have not activated such a setting, I haven't gone into the tagging settings in quite a while, yet it was checked there. All I did was update from 17580 to 17702. Still, it's fixed now but I wonder if this might be a setting change that was caused by the update?
