Improve text "House number without street"

2. Run validator

What is the expected result? ¶

A message that tells me to add more information which relates the number to a place or street, e.g. "House number without street or place"

What happens instead? ¶

"House number without street"

Please provide any additional information below. Attach a screenshot if possible. ¶

The code in Addresses.java accepts addr:street, addr:place or addr:neighbourhood and other sources for futher details like relations or an addr:interpolation way, but the message suggests that addr:street is the only "correct" way to improve the data.
