shortcut added to toolbar is greyed-out on restart

What steps will reproduce the problem?

1. add menu-item (for an EasyPresets preset) shortcut to toolbar
2. quit JOSM
3. start JOSM

What is the expected result?

shortcut usable

What happens instead?

Shortcut is greyed-out, and not active

Please provide any additional information below. Attach a screenshot if possible.

Workaround is to edit the shortcut (r-click, Edit, OK) - shortcut gadget is then coloured, and usable.
