Request preset for emergency_bay

Please consider adding preset and default map paint style support for ​highway=emergency_bay, which is very similar to the already implemented highway=passing_place

There's a public domain SVG that could be used here: ​https://wiki.openstreetmap.org/wiki/File:Zeichen_328_-_Nothalte-_und_Pannenbucht,_StVO_2006.svg

I do not like the usage on ways as it conflicts with other highway=* and, in my eyes, if there is some separation to the main highway this is a highway=service. For ways, a better tagging might be similar to ​bus_bay, e.g. emergency_bay=left/right/both.
